This problem is occurring on two seperate manager GUI's, one on WinNT, one
on win2k. This is for NG FP2 and FP2 respectively. The firewalls are both
nokias.

If I try to make any changes to the administrators, either delete an
unwanted administrator or change an administrator password, I am told 'Could
not make changes'. Nothing significant has ocurred on either of these
managers, changes can still be made to the rulesets, the PC's have been
rebooted, they both have plenty of free disk space and memory.

Any help would be appreciated.

I had the same problem on NG FP3 - which I was unable to resolve.

Sounds like you have a similar issue.
